With reference to your letter of the 12th ultimo on the subject of appointing a Headmaster and Assistant Master for the Belilios Reformatory and Industrial School at Hong Kong, I am directed by Secretary Sir Matthew Ridley to forward to you a copy of a communication from the Reformatory and Refuge Union,which he consulted in this matter, and I am to request that you will be so good as to move ir Chamberlain to favour Sir Matthew Ridley with his observations on the points raised the rein.
